IPM CRSP seeks to improve standards of living in developing
countries by promoting best practices Integrated Pest Management:
that is, IPM that reduces crop losses, pesticide use, and pesticide
residue on export products; IPM that reduces loss of biodiversity
and damage to natural ecosystems; and IPM that improves research and
education capabilities, and increases the involvement of women in
IPM decision-making.

Building on 12 years of experience managing
Phases I and II of the IPM CRSP, OIRED/Virginia Tech began directing
Phase III in September of 2004. This phase continues the work of the
previous decade, incorporating global themes, regional centers, and
competitive sub-grants.
IPM CRSP management recognizes that IPM issues
affect all areas of the developing world. Pests—insects, diseases,
weeds, vertebrates—respect no borders and spread through plant and
animal migration, wind, water, and by human activity, including
trade in plant and animal products. Concerns over bio-security and
invasive species are global issues that require IPM attention in
both developed and developing countries. Global themes include:
invasive species, insect-transmitted viruses, information
technology, regional diagnostic laboratories and impact assessment.
A distinctive feature of IPM-Phase III will be
its regional centers. These are to be locations where NGOs, private
sector organizations, government bodies, and universities get
together to pool research and share IPM practices. Regional centers
will be located in:
East Africa, West Africa, Eastern Europe,
Central Asia, Latin America and the Caribbean, South Asia and the
Mekong, and Southeast Asia.
